Unlike many other clubs, OVLR was established as a chapter of ALROC, which itself was primarily Ottawa based. When ALROC embarked on encouraging local clubs to be created, it laid down guidelines which clubs should follow. Some of the fundamental ones were the creation of an elected Executive, fixed Annual General Meetings of the local membership, full financial disclosure to the membership, a regular newsletter and regular elections of the Executive. The example of ALROC lead to a sense of duty where members were encouraged to run for office, serve their turn, and rotate the Executive members to prevent burnout, and keep new ideas flowing. In the Fall of 1998, numerous changes were proposed to the OVLR By-Laws. These changes were subsequently approved at a vote held at the OVLR Christmas Party on December 6th, 1998. The basic thrust of the by-law changes was to re-organise the Executive into positions that better reflected their actual duties

OVLR has three classes of members. Honourary, Full, and Associate. There is a class of members entitles "Affiliate" members. An Affiliate member is a spouce or another member of a family. The catagory exists to satisfy insurance criteria
The first class of membership speaks for itself. The only difference between Full and Associate members is voting privileges. Only Full members can nominate, vote, and hold office. Full members are those individuals living within an ALROC defined boundary, basically eastern Ontario and parts of western Quebec. This deliniation also arose from practical experience with ALROC where ALROC became unmanagable when Executive members were scattered across Canada. The Executive acts in the best interests of the entire membership
